NSW:Man charged with shooting youth in face

A man's been charged with murder after a youth was shot in the face at a home in Sydney's south.

The 18-year-old handed himself into police this afternoon and was charged with shooting
a 17-year-old male in the face at a home in Rockdale on August 6.

The victim suffered critical injuries and died at St George Hospital two days later.

The 18-year-old has been refused bail, and will front Sydney's Central Local Court tomorrow.

Finance Minister PENNY WONG says Labor believes returning the budget to surplus in
2012/13 is the responsible thing to do .. despite an expected 13 billion dollar revenue
shortfall this financial year.

Treasury has forecast a 3.1 billion dollar surplus in 2012/13 .. despite this year's
forecast 41.5 billion dollar deficit blowing out due to natural disasters in Australia
and Japan.

Ms WONG's told ABC television .. getting the budget back to surplus is important for
the economy .. and despite short-term challenges .. including the drop in revenue and
a softness in the economy .. there's an investment boom .. particularly in the resources
sector.

Baseball season is rapidly approaching. Here's a timeline to use to count down to the opening days at Hadlock Field and Fenway Park:

* JAN. 21: Sea Dogs Hot Stove Dinner and Silent Auction, 5:30 p.m., Portland Marriott at Sable Oaks, South Portland. Featured guests include Ryan Kalish and Mark Rogers. Proceeds from the $50 tickets go to the Strike Out Cancer in Kids program.

* FEB. 19: The first workout for the full team. Barring injury, this should be a seamless spring, with the roster practically set.

* FEB. 26: College day. The annual doubleheader games against Boston College at 1 p.m. and Northeastern at 6 p.m.

* FEB. 27: The exhibition season officially begins with a game at the Twins' complex across town.

* MARCH 16: Minor league spring training games begin. While tickets to major league spring training become more expensive and harder to get, these games are free.

* MARCH 29: Last home game at City of Palms Park. The Red Sox are scheduled to move into their new complex in Fort Myers next year.

* APRIL 7: Sea Dogs open season at home at 6 p.m. and Kevin Boles begins his stint as Portland's manager. Promising roster should include catcher Ryan Lavarnway and infielders Oscar Tejeda and Will Middlebrooks.

Sportingbet's MICHAEL SULLIVAN says there's been strong bets for both sides but the

SYDNEY, April 14 AAP - Australian travellers are willing to bare it all before catching
a flight, with the majority supporting full body scans at airports, a survey has found.

Seventy per cent of adults are in favour of the controversial devices, which scan passengers'
bodies and produce images that can reveal objects hidden under clothing, the latest Unisys
Security Index survey of 1200 people shows.

Of the 80 per cent of respondents who travel by air, 77 per cent said they would be
happy to provide personal data such as passports and driver's licences ahead of departure
to help combat threats to aviation security.

And sixty-eight per cent said they wouldn't mind proving their identity by handing
over biometric data via iris scans and fingerprints.

"These are significant results which clearly demonstrate the willingness of the flying
public to participate in measures designed to safeguard their travels," John Kendall of
Unisys Asia Pacific said in a statement.

The endorsement of greater security by Australians sends a message to aviation regulators
that the community wants more stringent measures, he added.

The Unisys survey, conducted by Newspoll in February, also registered a rise in fears
over personal safety and the security of personal information.

The results come after the federal government announced full body scanners will start
appearing next year as part of a $200 million plan to beef up anti-terrorism measures.

It follows the attempted Christmas Day attack on a US-bound flight by Nigerian underpants
bomber Umar Farouk Abdulmutallab.

MELBOURNE, Aug 31 AAP - A well-prepared hiker with sufficient food could last for a
long time in Victoria's high plains, police searching for missing Victorian MP Tim Holding
say.

Mr Holding has been missing since Sunday after hiking alone on Mt Feathertop, Victoria's
second-highest mountain which stands at 1,922 metres.

A group of hikers have reported that they sighted the senior cabinet minister walking
north towards the summit about 8.30am (AEST) on Sunday.

Victoria Police search coordinator Acting Superintendent Wayne Rotherham said the terrain
was extremely dangerous and specialist searchers were required for the operation.

Static cloud in the area has restricted helicopters entering the search zone.

Potential "whiteouts" or blizzards in the region can cause disorientation very quickly,
Acting Supt Rotherham told ABC Radio.

"It takes a minimum of five hours to get in there before they even start searching
so we're trying to get as much in as we can (before) tonight," Acting Supt Rotherham said
on Monday.

"After the five hours they're expected to search until sundown.

"Of course they can't come back so they've got to camp in the snow and they might be
in the snow for two or three days, they're carrying all those supplies.

"We need people that are extremely well trained in navigation and bush survival skills..."

A team is also skiing across from the nearby Mt Hotham resort to search from the eastern
side of Mount Feathertop.

Acting Supt Rotherham said a bushwalker with adequate clothing and food could last
in the conditions "for a long time".

"Hopefully Mr Holding has done what all bushwalkers should do once he's realised he's
either lost or injured - that he's got supplements and the right food.

"It's cold up there, minus one degrees, so a little bit of drizzle which will probably
be snow up on the mountain."

BRISBANE, April 22 AAP - The Queensland government will abolish more than 100 of its
boards and other bodies in sweeping reforms designed to cut back on red tape.

Premier Anna Bligh on Wednesday announced she would adopt 175 of the 210 recommendations
made in a recent report, Brokering Balance, which showed government could save at least
$18 million a year by cutting down on the number of boards, committees and statutory authorities.

Ms Bligh said 103 bodies would be abolished, 81 would undergo changes and 79 would be kept as is.

In the majority of cases, the functions of abolished bodies would be transferred to
either a state government department or to local government, she said.

The Chicken Meat Industry Committee and the Darling Downs-Moreton Rabbit Board were
two examples of groups to be abolished.

But the government has rejected recommendations to abolish several other authorities,
Ms Bligh said.

"Importantly we have rejected some key and I think quite radical recommendations of
the review for the simple reason that many of the boards that were proposed for abolition
- such as our vital Tourism Queensland, water boards and community health councils - were
too important to lose," she told state parliament.

Ms Bligh said the government was still considering recommendations regarding remuneration.

The review was conducted by former premier's department official Simone Webbe and Griffith
University's Professor Patrick Weller.

The acting vice-chancellor of one of Australia's largest universities has welcomed
a recommended shake-up of the tertiary sector.

ANU'S Professor LAWRENCE CRAM says the review's suggestion of a regulatory body to
determine standards to maintain quality outcomes is part of a very nice package.

Professor CRAM says if students are given funding vouchers for their tertiary education
.. tertiary institutions will have to be more responsive in providing course choices.

But he says if there's strong demand for courses like business and law .. that shouldn't
be satisfied at the expense of training people to be nurses or teachers.

MELBOURNE, Aug 31 AAP - Prime Minister John Howard has warned Australians not to risk
the country's future with "an experiment" or inexperience at the next federal election.

In a veiled reference to polls showing increasing support for the Labor Party, Mr Howard
said Australia's greatest years lay ahead of it - so long as the country remained in safe
and experienced hands.

"I come here with a great sense of optimism and enthusiasm about the future of this
country," he told a community meeting in Ringwood, in Melbourne's east.

"The next weeks and months, which will be filled with political debate, are about our future.

"Valued though our past may be, great though our achievements may be, it is very much
about the future of this country because I am filled with optimism and hope about our
future - provided of course we make the right decisions, we elect the right people and
we make certain that we keep the management of the country in safe and experienced hands.

"If you value your future, you don't risk it with an experiment or with inexperience."

Mr Howard said next week's APEC summit was a reminder that Australia sat in the centre
of the future of the world.

" ... because the economic centre of gravity is moving to our region and if we do the
right things, if we follow the right policies, if we're not so foolish as to abandon hard
won economic reforms, the best years in Australia's life lie ahead of it," he said.

Mr Howard said he did not want Australians to think he regarded the nation's present
situation as sufficient or adequate.

SYDNEY, Dec 15 AAP - The remaining person of interest in the death of Sydney woman
Rachelle Childs has refused to answer a series of allegations relating to her death.

Kevin Correll, Ms Childs' former boss at Camden Holden, is the last of nine persons
of interest at the inquest not yet eliminated as a suspect.

Mr Correll earlier this week denied he had defrauded Camden Holden and that he had
arranged a meeting, and had in fact met, Ms Childs on the night of her death.

They were among a number of explosive claims levelled at the former caryard boss.

He remained tightlipped in the witness box today, refusing to answer more than 30 questions.

Counsel assisting the inquest, Peter Singleton, asked: "Mr Correll, what happened to
Rachelle Childs that brought about the end of her life?"

Shaking his head, Mr Correll refused to answer on legal advice.

Mr Singleton continued: "You killed Rachelle Childs didn't you?"

Again, Mr Correll exercised his right to silence.

NSW: NSW coalition on its way to winning 16 seats: leader

SYDNEY, April 3 AAP - The NSW coalition is making good progress toward winning the
16 seats it needs to govern outright after the next election, Opposition Leader Peter
Debnam says.

Mr Debnam said while it was not impossible to secure the 16 seats, the coalition could
work with any of the state's seven independents to form a government after the election
next March.

"In 1988 (former premier) Nick Greiner actually won 17 seats, albeit in a slightly
larger parliament," Mr Debnam told ABC Radio today.

"That was a change of government scenario when the community said, `We've had the Labor
Party in office for 12 years'.

"That will be the same next year.

"In 1988 they said, `No, we want a change'.

"They threw them out and Nick Greiner won 17 seats.

"We need to win 16 seats to win outright and it is a big change but I think we are
making good progress."

Mr Debnam said he was not expecting any political backlash at the poll over the resignation
of former opposition leader John Brogden.

A talkback caller told Mr Debnam some Liberal voters were not going to vote for the
party because they were bitter about the political demise of Mr Brogden.

The Liberals suffered a massive swing against them in a by-election in Mr Brogden's
Sydney seat of Pittwater last year, losing the former blue ribbon seat to an independent.

It was claimed the coalition undermined Mr Brogden by leaking details of inappropriate
comments he made about then premier Bob Carr's wife.

Mr Brogden attempted suicide after stepping down from the leadership and later resigned
from the parliament to seek treatment for depression.

"John decided to actually resign from parliament. He decided to resign the leadership,"

Mr Debnam said.

"It was unfortunate in both instances.

"But the one thing we've done in the past year is make the point that John and (his
wife) Lucy want their privacy.

"It's not an issue I discuss publicly."

SYDNEY, Aug 2 AAP - NSW Health Minister Morris Iemma has been formally chosen by his
Labor colleagues to replace Bob Carr as state premier.

Mr Iemma was elected unopposed as leader of the NSW Parliamentary Labor Party a short time ago.

"There was only one nomination for premier - that nomination was Morris Iemma," Labor's
caucus returning officer Matt Brown told reporters.

"I was very pleased to announce him as leader of our caucus and the 40th premier of
New South Wales."

Mr Iemma will hold a press conference at 12.45pm (AEST).

Franco Bahamonde, Francisco (b. El Ferrol, 4 Dec. 1892; d. 20 Nov. 1975) Spanish; dictator 1939–75 The least studied of the great European dictators, General Francisco Franco has generally escaped the moral opprobrium heaped upon Adolf Hitler and Benito Mussolini, midwives to the birth of his regime through their massive material assistance during the Spanish Civil War (1936–9). Although opponents and critics have dismissed him as nothing more than a repressive Fascist, the more generally accepted picture of Franco, who ruled Spain from 1939 until his death at the age of 82 in November 1975, owes much to the image of a wise and visionary leader presented by supporters and hagiographers.

Franco sought constantly to reinvent his persona, adapting his self-image to the prevailing winds of national and international circumstance. Even at the height of war in Europe, with Spain racked by starvation, Franco found time in late 1940 to write a work of fiction based on his own family history and entitled, significantly, Raza. In it, he set out a romanticized vision of his background, in which humble origins are replaced by the status of minor aristocracy and the hero's father, in contrast to his own, was a naval officer killed on active duty. This need to reconstruct his past reflected a deeply unhappy relationship with an authoritarian, dissolute, and philandering father who was dismissively contemptuous of him. In compensation, Franco developed extremely close ties to his mother Pilar, from whom he inherited a lifelong capacity for serenity in the face of turmoil.

A series of contradictions characterized the Caudillo. Franco was deeply cunning, yet remarkably credulous; cruel and impassive, yet easily moved to tears; duplicitous, yet naive; pompous and self-aggrandizing, yet timid. Ultimately, his world-view was simple, shaped by his experiences as a soldier in Africa defending Spain's beleaguered colonial remnants. From these early experiences developed an enduring distrust of politicians. He came to regard parliamentary democracy as synonymous with free-masonry, to which—alongside Communism—he was obsessionally opposed. The constants in his political outlook were order, hierarchy, and discipline, supported through an instrumental attachment to the Catholic church. Lacking the messianic vision which drove Hitler and Mussolini, his political project was summed up instead by the need to remain in power through the exercise of el mando (command) and defend Spain from the evils of Communism and freemasonry. He came genuinely to see himself as the providential saviour of a Spain understood in terms of its imperial past.

That Franco was able to survive so long in power is a puzzle. For many—notably his Fascist sponsors, but also various members of his close entourage—Franco was an ineffable mediocrity, utterly lacking in charisma. To some extent, his survival depended upon a consummate ability to detect his rivals' weaknesses and, more importantly, their price. He was possessed of genuine political cunning, which enabled him to play off potential opponents from within the regime against each other as well as to buy loyalty. Against opponents from outside the regime, survival was facilitated by his unhesitating use of terror: Franco's victory in the Civil War was marked by tactics of attrition and revenge. The early years of his dictatorship were viciously repressive. Spain was divided into victors and vanquished and, if the scale of the terror had diminished by the 1950s, its memory still served to induce compliance.

Crucially, Franco appears also to have been blessed with baraka, a term used in Morocco to describe a mystical quality of divine protection. Many of his claimed achievements happened in spite of, rather than because of, his best efforts. A central myth of his regime was that Franco employed skilful diplomacy in repelling Hitler's efforts to bring Spain into the war on the Axis side. In fact, Franco was anxious to join the war effort, but wanted to time his entry at a point where victory was assured; he was fortunate that the Führer was not prepared to meet the Spanish leader's price, whilst the Allies' control of fuel and food supplies acted as a further constraint. Franco enjoyed further good fortune in that the emergence of the Cold War transformed his regime from Fascist pariah to bulwark against Communism, with the USA instrumental in sponsoring his reincorporation into the international community. The Caudillo's contribution was simply to survive, confident that the tide would eventually turn.

Similarly, Franco can be accorded little credit for the dramatic economic growth of the 1960s which allowed him to pose as the avuncular overseer of modernization, hunting and fishing as Spain grew rich. His understanding of economic policy was decidedly limited, based on a misplaced belief in autarky. He was, at various points, persuaded of the existence of enormous gold deposits in Extremadura, the invention of synthetic gasoline, and the easing of famine by feeding people dolphin sandwiches. Such credulity was mirrored by his growing belief, reinforced by withdrawal into an ever more rarefied court of sycophantic followers, that he stood comparison with such Spanish heroes as El Cid, Charles V, and Philip II. By the time of Franco's death, his dictatorship represented a political anachronism which would not long survive its founder.

Donald N. Boyce to Retire as CEO 0f IDEX Corporation, to be Succeeded By Frank J. Hansen.

Cancel complacency: urgency is vital for change.(PEAK PERFORMANCE)

James Parker has always had big dreams. Two years ago he fulfilled one of them by starting a business. However, Parker says he's nowhere near done with his pursuits.

"I know what I want, and I make every effort to go after it," says Parker, CEO of PM Ideas, the Chicago-based parent company of GoBlackBiz.com, an advertised Internet directory for black-owned businesses, and the newly launched GoBlackBook.net, an online social networking portal. He makes an effort to complete at least one task per day related to growing his budding company, whether it's making a phone call, doing research, or recruiting people to assist.

"Goals are little good without the drive or urgency to obtain them," says Sepia Baker, life success coach and creator of The Affirmative Action Plan For Life, a guide for those looking to transform themselves. Whether planning to start a business, buy a house, or earn a college degree, having urgency propels one to take immediate action to make those things happen, says Baker. She adds that in this fast-changing society, the urgency needed to take advantage of opportunities or avoid hazards can be just as critical as talent or financial capital.

In his book A Sense of Urgency (Harvard Business School Press; $22) author John P. Kotter describes urgency as a pace of accomplishing something important each day. But Baker cautions that urgency is not the same as speed. Parker agrees. The 39-year-old says despite diligently saving a portion of every paycheck since 2003, it took him nearly five years to collect the two years' worth of salary he felt he needed before resigning from his position with the Chicago Housing Authority in May 2008. "It's not as much about when you achieve your goal, as it is how quickly you focus on taking deliberate and realistic actions to move in that direction, Baker adds. Speak with urgency. Talk in terms of what will be done today to advance your goals and mission. Use the present tense and reiterate the importance of moving forward in all of your communications.

Internet shopping in Wales.

Introduction

Internet shopping is a phenomenon within modern retailing. During a relatively short time it has surpassed (1) catalogue sales and become a challenger to the high street, with consumer demand putting pressure on stores to adapt to an online market in addition to providing a high street presence.

Like the rest of the UK, growing numbers of consumers in Wales are discovering the benefits of Internet shopping. Evidence suggests that consumer confidence is also growing, as people shop more frequently and are prepared to spend greater amounts.

People who shop online are growing increasingly knowledgeable about what to expect, realising that the Internet can provide them with a range of goods, at prices cheaper than the high street, without having to leave the house.

This is of particular significance in Wales, with its areas of rural isolation and urban deprivation (2). The Internet has bought back goods and services to areas that have seen the closure of many local services such as village shops and post offices.

But there are still concerns that need to be addressed to encourage more consumers to take advantage of the benefits that Internet shopping can offer.

Growth of Internet Shopping in Wales

A survey commissioned by the Welsh Consumer Council shows that by March 2006 28% of the population of Wales had shopped online over the last 12 months. As a proportion of those who use the Internet, this equates to some three in five (60%) people. Internet shopping is therefore an activity that most people who use the Internet partake in.

Although Figure 1 below does not show any significant changes in the numbers of people shopping online over the last three years, there are nevertheless developments occurring in online shopping.

There is evidence to show that the amount of money being spent online and the value of items bought is increasing. This reflects the overall trend towards greater consumer confidence in the Internet for retail purposes.

Estimates from the Interactive Media in Retail Group (IMRG) anticipate that Internet spending in the UK will continue to increase in 2006, reaching GBP26 billion by the end of the year, compared to GBP300m in 1999 (3).

Much of the development has come from three interrelated factors--increasing use and promotion of the Internet in Wales, investment by retailers and consumer demand for online shopping.

The Welsh Assembly Government has run a number of high profile campaigns aimed at encouraging use of the Internet (and particularly broadband), as a means for accessing goods, information and services. A significant amount of money has been invested to tackle exchanges that stand in the way of achieving 100% broadband coverage. This will have obvious benefits for those people wanting to shop online.

However, while increased website investment by retailers should not be underestimated in the growth of Internet shopping, the major force behind the expansion of the Internet has been led by consumers driving the demand for more online services.

Consumers are in an excellent position to tell retailers exactly what they want, and are free to switch to another supplier if they are not satisfied. Compared to other forms of distance selling, such as mail order (4), the Internet can provide a vast supply of information empowering consumers to make informed choices on how much they should be paying for goods and services, what level of service they can expect to receive, and what to do when things go wrong.

However, although more and more people are shopping online, as our research below shows, it remains predominantly the pursuit of the middle aged and wealthy.

People who Shop Online

As a general profile of people who have shopped online over the last 12 months, our figures show that people living in the more rural areas of mid and west Wales are the most likely to have shopped online. As would be expected, people in the higher social classes of AB and C1 are also more likely to shop online.

People in the mid age groups who use the Internet are most likely to have shopped online over the last 12 months (66%), which is probably related to the availability of disposable income in these age brackets. Younger people are slightly less likely to shop online (59%), with older people being the least likely (47%) (5).

However, the number of older people who shop online has risen since last year, possibly related to increasing use of the Internet by peers and educational campaigns providing basic Internet skills such as e-mail and online shopping. Organisations working on behalf of older people are increasingly emphasising the advantages of going online and demonstrating how the Internet can be relevant to older people's lifestyles.

Meeting Consumer Needs

Consumers often begin using the Internet to do their product research, i.e. to shop around for cheap deals and compare prices before gaining the confidence to make a transaction.

Data suggests that this is a key reason why people use the Internet to shop, and affords them the opportunity to make informed choices about the products they buy. Figure 2 overleaf shows that convenience, value for money and choice are also important features of Internet shopping.

Once the initial transaction has been made, and if the experience has been as positive one, most people continue to shop online and increase the value of the purchases they make. Research conducted by the Welsh Consumer Council shows that over a quarter (26%) of people who used the Internet in 2005 said that they would do more shopping online in the coming 12 months, compared to only two percent who said that they will do less.

Figure 3 below shows the type of products that consumers in Wales are purchasing on the Internet. The findings are similar to the 2005 survey, with hard copies of music and DVDs and videos being the most common purchases.

Consumer Concerns

For some people, word of mouth is a good guide as to whether an online retailer can be trusted. For other people, stories about credit card fraud and dubious websites are enough to put them off.

The two main reasons people in Wales give for not doing their shopping online are that they do not trust the security of paying online (41%), and they do not like the experience and prefer to see items in the high street (34%). Although there is little which can be done to encourage someone to use the Internet if they just don't want to, for people who are put off by the security of shopping online there are some steps which can be taken to improve the security of transactions.

In 2005 the Welsh Consumer Council, with the assistance of IMRG and Consumer Direct, produced a leaflet highlighting simple steps for improving security while shopping online. The Welsh Assembly Government distributed the leaflet during their community based training programmes to people with little or no experience of shopping online.

Similar advice is available from trading standards and Consumer Direct. However the main concern is in ensuring that people have the information at hand before they start shopping online. Preventing breaches of security is much easier to do than trying to resolve issues afterwards.

Retailers also have a responsibility to customers to provide basic information on their online security measures, and to guide the consumer smoothly through their transaction. Research shows that consumers are most likely to fall out of a transaction at the last step of the process; so additional reassurance by retailers at this stage could secure more sales.

Conclusions

Internet shopping has become an activity that most people who use the Internet engage in. It has already outperformed catalogue sales, and is now posing a challenge to the high street.

Consumers are a powerful driving force behind the growth of the Internet, but there are still concerns about online security that are deterring many people from shopping online.

This is an opportunity for retailers and consumer advocacy organisations to come together to improve perceptions of online security that could lead to a better shopping experience for consumers and ultimately an increase in sales.
